Gerik, 02 April 2026 – The State of Perak is solidifying its position as a driver of the nation's green economy through the implementation of the Hydro Life Extension Programme (HLEP). This initiative is further supported by the development of a Centralised Accommodation Facility as a strategic component within the Sungai Perak hydroelectric corridor.
Perak Menteri Besar, Datuk Seri Saarani Mohamad, stated that the state's natural resource advantages, particularly Sungai Perak, are not merely a gift of nature but form the foundation of a strategic strength driving sustainable and competitive economic growth.
"Perak is not just contributing to the national energy sector; we are establishing ourselves as a future driver of the green economy. This is a long-term strategic move that will determine the state's economic resilience in the decades to come," he said.
He noted that the history of hydroelectric development in Sungai Perak—from the early 20th century to the operation of major dams such as Temengor, Bersia, Kenering, and Chenderoh—has provided a solid foundation for the stability of the national power supply. Today, through the execution of HLEP by Tenaga Nasional Berhad (TNB) in collaboration with the Voith–HeiTech Consortium, Perak is taking a significant step forward in strengthening the national Renewable Energy (RE) agenda.
With a generation capacity reaching 650.75 megawatts, this project not only enhances the operational efficiency of hydroelectric power stations but also reinforces Perak's role as a Strategic Clean Energy Hub capable of attracting high-value investments, including those in the green technology and data centre sectors.
Datuk Seri Saarani Mohamad emphasised that the RM5.8 billion investment by TNB for the HLEP project will serve as a primary catalyst for economic growth in Hulu Perak. The impact of this development is expected to stimulate nearby towns such as Gerik and the Hulu Perak district, elevating the area as a dynamic new economic support centre.
"The state government is committed to ensuring every phase of this project translates into comprehensive benefits for the people. Therefore, the empowerment of local contractors and vendor development will be the core of our strategy to sustainably strengthen the state's industrial ecosystem," he added.
His speech was read by the State Executive Councillor for Infrastructure, Energy, Water, and Public Transport, Datuk Seri Mohammad Nizar Jamaluddin.
At the same time, he emphasised that human capital development is at the heart of this transformation. Through industry-based training, strategic partnerships with TVET institutions, and technology transfer, Perak is building a pool of skilled local labour capable of meeting the demands of the future energy industry.
Meanwhile, Datuk Redza Rafiq, Chief Executive of PKNPk, said, "PKNPk acts as a facilitator in project implementation, coordinating technical matters and approvals with local authorities, the Land and Mines Office, Department of Environment, Energy Commission, technical and utility agencies, as well as regulatory bodies to ensure the project runs smoothly."
He explained that the development of the Centralised Accommodation Facility is a critical component in ensuring the operational efficiency of large-scale projects like HLEP.
"In a project of this nature and scale, the true strength lies not only in technology but in the people who drive it. This centralised facility provides a conducive, safe, and planned environment to ensure the workforce can operate at an optimum level," he added.
The facility is capable of housing approximately 200 workers, which not only increases productivity but also stabilises the labour supply, reduces pressure on public infrastructure, and preserves the well-being of the local community. It reflects best practices in modern workforce management, emphasising safety, welfare, and sustainability.
Datuk Redza also asserted that the strengthening of the Temengor–Bersia–Kenering hydroelectric corridor will continue to boost investor confidence in the state's energy capabilities, opening avenues for new industrial growth and placing Perak at the forefront of the national Renewable Energy (RE) transition agenda.
Overall, HLEP is more than just an energy infrastructure project; it is a strategic instrument shaping the state's new economic landscape—integrating clean energy development, empowering human capital, and strengthening the industrial ecosystem within a comprehensive and resilient framework.
The groundbreaking ceremony was officiated by YB Dato' Seri Mohammad Nizar Bin Jamaluddin, representing the Perak Menteri Besar. Also in attendance was YB Dato' Salbiah Binti Mohamed, State Executive Councillor for Women, Family, Social Welfare, and Entrepreneur Development, and Assemblywoman for Temengor.
